I am aspiring to be your
representative to a committee of 435 members that
is as diverse and accomplished as any deliberative
body in the world. I've spent time thinking
about just how to go about making your opinions
matter to such a big group of decision
makers.
The answer, of course, is to form
coalitions. A member will only be effective
if he or she can make a case for any idea or issue
to other members and get them to participate
in a solution.
I think I have both the people
skills and the sales skills to do that. I
also think I have an understanding of the internal
hierarchy of the House, as it's evolved over 110
Sessions, that will keep me from being ineffective
by failing to adhere to custom.
How good do my skills in this area
have to be? At the minimum they have to be
better than those of my opponent.
Over the last week or so and on
into the final days of this campaign I have been
highlighting the documented Ineffectiveness of
Rep. James Langivin. Rollcall, the
self described Newspaper of Capitol Hill since
1955, regularly evaluates all Members of Congress
and assigns both Effectiveness Ratings and Power
Ratings. These scores are rung up based on
standards applied to both sides of the
aisle.
Rollcall and it's I.T.
subsidiary Knowlegis, ranks your current
representative as #217 out of 235 within his own
party, and #331 in the House, as a whole.

Numerous Freshman Members from
both parties are ranked much higher than our four
term incumbent.
Am I sure I can do better than
that? You bet I am.
And I hope you'll bet that I
will.

Friends
&
Neighbors,
As
the Election nears it's time for all of us to
get very serious about the choices we will
make. In the end, any candidate's
'Fitness' for a position of political
leadership is whatever you say it is. This
week I'd like to talk about a couple of the
factors I think are important when it comes to my
own Fitness to Lead, as well as that of my
opponent.
Here are the
topics I'll concentrate on here:
- Effectiveness
- Vigor
- A Real Connection
with the People
They are each
matters I would urge you to consider carefully as
you make your own mind up about the race for Rhode
Island's 2nd District Seat.

The Ability to Do the Work
We hear a lot
about Bandwidth these days. Those of us who
have worked in Corporate settings know the demands
of both Quarterly Deadlines and Performance
Metrics. We are used to measuring up, or
else.
It's surprising what you can really do when
your Paycheck depends on it.
The first attribute of someone with the
ability to do the work is Experience. That
may sound strange in an article about Vigor but
without real world experience all the energy on
the planet won't guarantee success. With a
background in the military as well as thirty years
in private enterprise, both large and small, I
know that my Experience exceeds that of my
opponent.
But what about the question of Energy?
What gives you the motivation to work hard every
day on matters much larger than yourself?
Pride in getting it done? The self-esteem it
takes to know you can get it done?
Personal Standards that don't permit letting
teammates down?
It's all that and more. I entered this
race to offer my services to the people of twenty
cities and towns here in Rhode Island. I
entered it because I knew I could be as good as my
word when it came to performance in the US
House. As I've run my campaign I've only
become more convinced that my background in
Customer Service will translate into better
Constituent Relations than the District now
enjoys.
If you look at the 220 year history
of Congress, you'll quickly realize that it's a
Relay Race. Right now in Rhode Island's
Second District we have an Energy Crisis with our
present Representative. So it's time to use
a fresh participant for at least the next
lap.
If you agree, please tell your own Friends
& Neighbors... Or nothing will change.

Why
It's Important that I'm Like You
If I am lucky
enough to win this Election I will also be smart
enough to remember that it's not my seat in the US
House, it's Yours. On November 4th
the voters will hire someone to represent them in
the Capitol. So it's important that they
hire someone who knows them and who can feel what
they feel when it's time to vote their seat their
way.
I am just like you because we have shared
experiences. We're not twins, of
course, but somewhere in each of our lists of life
accomplishments there are common entries. It
might be military service, or being married and
raising a family. It might be working for a
paycheck in a big company, or getting laid off
from that job and facing an uncertain
future. You and I may connect because we
have each volunteered to help out with local
government, or at church, or maybe for
charity.
Whatever it is, it's a connection forged
between us that helps me understand you and your
needs. Unfortunately few, if any, of those
experiences are shared with your current
Rep. And it shows.

It's getting near
Crunch Time for all of us. If you've decided
that my approach to representing you in congress
is a better deal than the one you've got today,
please help me get that message across.
Please forward this Newsletter to people who
know you, here in the Second District. I
will be thrilled if any of their respect for you
rubs off as respect for me,
too.
Sincerely,
Mark Zaccaria Mark
